Land territories that border a water territory can be occupied by fleets. Some territories border multiple with disconnected borders, in which case they would have a north and south coast. A fleet must occupy one of the coasts of a territory, and it can only move, and thus support moving or holding, to territories that the coast that it occupies is adjacent to. Some territories would have coasts, but instead are able to be passed through by both armies and fleets. A landlocked territory that does not border water can only be occupied by an army.
